This will be the public registry of extractors that have received disciplined, professional disclosure requests from the people - and how they responded.

How an organization is added

Threshold example: 5,000 submissions for the same organization.
Organizations start as “observed” and are published only after meeting the threshold.
All identifiers from submissions are scrubbed and discarded. Only non-identifying bill and reply evidence remains.

How integrity is scored

Response time (days).
Evidence of transparency (itemized breakdown, specific figures, clear accounting).
Evidence of obfuscation (non-answers, generic corporate language, misdirection).
Zero reply is scored lowest.

Due process guardrails

Evidence-only: scores are computed from documented response behavior, not opinions or politics.
Right of reply: organizations can submit an official response for publication.
Dispute pathway: forged or incorrect evidence can be challenged and corrected.
